What is a VA IRRRL refinance?

Refinancing a mortgage does not always mean starting the qualification process from scratch. A VA IRRRL replaces an existing VA-backed mortgage with a new VA-backed mortgage. The refinance must provide a qualifying benefit, such as a lower interest rate or a move from an adjustable-rate mortgage to a fixed-rate loan.

The program is often called a VA streamline refinance because eligible borrowers generally do not have to repeat the full income and credit qualification process involved in obtaining their original mortgage.

An IRRRL is specifically for refinancing an existing VA loan. It cannot be used to refinance a conventional or FHA mortgage into a VA loan, and it is not designed to provide cash from your home’s equity. How much paperwork does a VA IRRRL require?

For an eligible, standard non-credit-qualifying VA IRRRL, documentation is generally lighter than it would be for a traditional refinance.

Generally no new appraisal

VA generally does not require a new appraisal for a standard IRRRL. That can remove the need to schedule an appraisal appointment, pay for it and wait for the report. Lender requirements and certain transaction structures can differ, so your loan team should confirm what applies.

Generally no traditional income verification

Eligible non-credit-qualifying IRRRLs generally do not require the pay stubs, W-2s, tax returns or employment verification normally used to establish qualifying income. Certain circumstances can require credit underwriting or income verification, and individual lenders may have additional requirements.

A full credit report may not be necessary

VA generally does not require a full credit underwriting package for a standard IRRRL. The lender may still require a credit check or documentation of your mortgage payment history.

Asset documentation may be limited

Asset verification depends partly on whether you are bringing money to closing. When little or no cash is needed from you, asset documentation may be limited. If you are paying expenses out of pocket, the lender may need to verify those funds.

Streamlined does not mean no review

A VA streamline refinance still requires a loan review. Your existing mortgage, payment history, eligibility, title, insurance and the refinance benefit all need attention before closing.

Do you qualify for a VA IRRRL?

VA and lender requirements apply to every IRRRL. In general, you will need:

  • An existing VA-backed loan on the home you are refinancing.
  • Loan seasoning. Under VA rules, at least 210 days must have passed since the first payment due date on your current VA loan, and you must have made at least six monthly payments.
  • A net tangible benefit. For a fixed-rate to fixed-rate refinance, VA generally requires the new rate to be at least 0.50 percentage points lower. Moving from an adjustable rate to a fixed rate can also qualify.
  • Cost recoupment. Loan fees and closing costs generally must be recouped through the lower monthly payment within 36 months.
  • Occupancy certification. You must certify that you currently live in, or previously lived in, the home.
  • Acceptable payment history on your current mortgage, plus any lender requirements.

The opportunity to lower your interest rate

A qualifying rate reduction may lower the principal-and-interest portion of your mortgage payment. The interest rate is only one part of the comparison: closing costs, the new loan balance and the length of the new mortgage also affect whether refinancing makes financial sense.

The option to move from an adjustable rate to a fixed rate

Homeowners with an adjustable-rate VA mortgage may be able to refinance into a fixed-rate loan, which makes the principal-and-interest payment more predictable. Property taxes and insurance premiums can still change, so the total monthly payment may still fluctuate.

No monthly mortgage insurance

VA loans do not require monthly mortgage insurance. A VA funding fee may apply unless you qualify for an exemption; veterans receiving VA compensation for a service-connected disability are generally exempt. The fee is separate from other closing costs and should be part of your comparison when it applies.

Options to reduce cash needed at closing

Eligible closing costs may be included in the new mortgage, and lender credits may offset certain expenses in exchange for a higher interest rate. Some homeowners can refinance without bringing money to closing. Costs included in the mortgage increase the amount you owe and can add interest over time, so little or no cash due at closing does not mean the refinance has no cost.

Flexibility if you previously lived in the home

VA permits an IRRRL when you can certify that you currently occupy or previously occupied the home. That can help if your living arrangements have changed since you took out your original VA mortgage, subject to lender requirements.

When does a VA IRRRL make sense?

Less paperwork is convenient, but the decision should rest on the financial benefit of the new loan. Before refinancing, compare:

  • Your current and proposed interest rates
  • Your current and proposed principal-and-interest payments
  • Closing costs and any lender credits
  • Costs being added to the new loan balance
  • The new loan term and its effect on total interest
  • How long you expect to keep the home and the mortgage
  • Any funds needed at closing

Review your complete housing payment, too. Refinancing changes your mortgage terms; it does not reduce your property taxes or your homeowners or flood insurance premiums. A lower principal-and-interest payment may help your monthly budget, but extending the repayment period can increase total interest expense. Looking at both the immediate payment change and the longer-term cost gives you a clearer basis for deciding.
